Chenango County Chief Civil Clerk in Norwich, New York

Chenango County's Sheriff's Office has a position in the Civil Division for a CHIEF CIVIL CLERK. Duties involve responsibility for the daily operation of the Civil Division and for the supervision and performance of clerical and account keeping activities related to civil process enforcement matters. The employee oversees and participates in activities related to the receipt, processing, recording, serving and enforcement of civil instruments, money judgments, income and property executions, real property executions, warrants of eviction, subpoenas, sheriff sales of levied properties, the disposition of seized property, service of family court orders and papers, execution of Supreme Court orders, civil arrests, and other Civil Practice Law and Rules matters. The employee also oversees all payroll, billing and accounting functions performed by the Sheriffs Office including the vouchering of department bills and the balancing of department budget accounts. Duties also involve preparing checks for disbursement of civil funds, balancing the civil fund bank account and preparing reports on Civil Division monies collected and disbursed, and verifying the accuracy of leave time reports and weekly payroll recap sheets. The employee also prepares a variety of reports related to Civil Division work, prepares all Report of Personnel Change Forms for the Sheriffs Office, and prepares and types correspondence for the Civil Division and the Sheriff and Undersheriff. Work is performed under the general supervision of the Sheriff or Undersheriff with leeway allowed for the exercise of independent judgment in carrying out the duties of the position. Direct supervision is exercised over the work of Civil Clerks and an Account Clerk Typist. Some travel is required to fulfill the duties of the position. Does related work as required.<p> MINIMUM QUALIFICATIONS: Graduation from high school or possession of a high school equivalency diploma and EITHER: <li>(A) Possession of an Associates Degree or higher in Accounting, Business Administration, or a closely related field and two years full-time paid work experience, or its part-time equivalent, maintaining financial accounts and records; OR <li>(B) Four years full-time paid work experience, or its part-time equivalent, maintaining financial accounts and records; OR <li>C) An equivalent combination of training and experience as defined by the limits of (A) and (B) above.<br> SPECIAL REQUIREMENTS:<li> 1.) At time of appointment and continuing throughout employment a candidate/incumbent must possess a valid NYS Driver License, a reliable vehicle, and a driving record acceptable to the County's insurance carrier.<li> 2.) Following appointment an employee will be required to obtain a State of NY Notary Public License and maintain such licensure throughout employment. <li>3.) An employee in this position will be required to attend training courses and conferences.<p> The position has a 40 hour work week and starts at $26.14 per hour in 2024 and $27.19 in 2025 and includes a full benefits and leave time benefit package.<p> A civil service examination will be required for permanent appointment at a later date.
