Job Description

THE SELECTED CANDIDATE WILL BE OFFERED AN HOURLY RATE BETWEEN $30.00 - $41.55.

THIS IS A SILVER STAR INITIATIVE AND IS PER DIEM. THE POSITION IS PART TIME, UP TO 15 HOURS A WEEK, BETWEEN THE HOURS OF 9AM AND 5PM.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Office of Procurement manages the procurement of ACS’s contracts for human and non-human services. In conformance with the City’s Procurement Policy Board (PPB) Rules and in close consultation with divisional staff, Procurement staff prepare and coordinate RFPs, competitive sealed bids, negotiated acquisitions and small purchases, and shepherd contract awards through the City’s multi-step registration process, which includes approval by several internal divisions and external oversight agencies. In addition, Procurement staff process contract renewals, extensions and other amendments.

The selected candidate will assist ACS in processing non-human service contracts in accordance with the New York City Procurement Policy Board (PPB) rules. The candidate will also support Minority Women-Owned Business Enterprise (M/WBE) Program activities. Specifically, the selected candidate will assist in managing a limited portfolio of contracts from advertisement to contract registration.

Responsibilities include but are not limited to:

  • Prepare and modify routine procurement documentation, determining vendor responsibility by vetting proposed contractors through research and document review to ensure that they have demonstrated the business integrity to justify award of a contract

  • Coordinate and process bid openings, pre-award, award, and contract execution, registration, and hand over to the program unit

  • Process tasks in the City's Procurement and Sourcing Solutions Portal (PASSPort) system, Financial Management System (FMS), the City Comptroller’s Office, and other database systems necessary to the contracting process.

  • Participate in meetings and telephone discussions with vendors in order to coordinate receipt of paperwork necessary for progressing procurement awards

  • Request and monitor approval of procurement actions internally and from other oversight agencies, including the Mayor’s Office of Contract Services, Department of Investigation, Department of Finance, and the Department of Small Business Services

  • Assist ACS’ M/WBE Officer with tracking compliance of the City’s M/WBE Program through the completion of support tasks as needed

  • M/WBE reporting, research, data analysis, outreach, correspondence and audits

  • Perform special and administrative projects as needed

Qualifications

  1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or

  2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or

  3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;

  4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
